MHR International, as a subconsultant to joint venture partners Harding, HJ Russell, and ER Mitchell in the $230 million Georgia World Congress Center Phase IV Expansion project, succeeded in securing 32% minority contractor participation. This impressive outcome far surpassed the modest 7-10% participation goal typically set for state projects of similar magnitude.

Initially, MHR International compiled a database for review by the joint venture construction management team. At a subsequent pre-bid conference where attendees learned about the scope of work involved, prime contractors were given the opportunity to partner with minority and female subcontractors to increase their own competitive edge in the bidding process. MHR International was instrumental in helping to review the more than one hundred sealed bids that were submitted.

In collaboration with the Construction Education Foundation of Georgia (CEFGA), MHR International partnered with Booker T. Washington High School in the city to actively mentor students in the school's vocational training program. In 2002-03 the construction team built a state-of the-art construction lab at Washington that boasted live electrical and plumbing installations, among other real-world stations, to enhance students' learning through hands-on practical experience.
